The mission of West CAP since 1965 is to take action against poverty by developing the social and economic assets of low-income families and their communities and by working to create a more just and sustainable society.  We provide the following services in Barron, Chippewa, Dunn, Pepin, Pierce, Polk, and St. Croix counties to meet the needs of low-income families. Additionally, we also cover Burnett & Washburn counties for the Weatherization Program.

Weatherization Program:

Weatherization offers  each home or multi unit building  a computerized energy audit, air infiltration testing, and a general health & safety inspection.  If the building qualifies we provide work that can include: Adding insulation to the building, replacement of furnace, hot water heater, refrigerator & freezer. Replacing light bulbs with LED bulbs, adding smoke/CO2 detectors and air sealing around doors and windows. 

Energy Assistance:

The Wisconsin Home Energy Assistance Program (WHEAP) provides assistance for heating costs, electric costs, and energy crisis situations. West CAP administers this program for Dunn, St. Croix and Pepin Counties. Utility payments are made directly from the State of WI to vendors or customers.

Homeless Intervention Programs:

Homeless Intervention programs help low-income families and individuals achieve housing stability through a combination of rental assistance, case management, and connection to community resources. Staff work to match individuals and families with programs that meet their needs. These programs include:

  • Rapid Re-Housing – Medium-term rental assistance and supportive services designed to quickly move households from homelessness to permanent housing.
  • Tenant-Based Rental Assistance – Medium-term rental assistance and supportive services for households with a disabled member. Can assist households experiencing homelessness as well as those at-risk of homelessness.
  • Permanent Supportive Housing – Long-term housing designed for chronically homeless individuals and families. Intensive support is provided to assist individuals who have a mental illness or substance use disorder in achieving housing stability. 
  • Housing Choice Vouchers – Assistance with rental costs in Dunn, St. Croix, Polk and Pierce counties through HUD Section 8 vouchers. 

Food Access and Resources Program:

The Food Access and Resources addresses the issue of food security and support for local food production in our communities through a variety of programs.

  • The Emergency Food Assistance Program – staff support and food distribution assistance to over 30 community-based food pantries, shelters and a soup kitchen in west central Wisconsin, including West CAP’s food pantry in Boyceville. 
  • Senior Farmers Market Vouchers – vouchers for low-income senior households to utilize at certified farmer’s markets and roadside stands.
  • Commodity Supplemental Food Program – packages of nutritious foods delivered monthly to low-income senior households.
  • Menomonie Farmer’s Market – management and coordination of summer and winter farmers markets providing an outlet for low-income vendors to sell their products and Foodshare recipients an opportunity to purchase local food with EBT access.

Community Housing Development:

CHDO provides development and asset management of affordable housing units throughout the West CAP service area. Through partnerships with private for-profit businesses and non-profit groups West CAP has developed, acquired or renovated over 500 units of housing across our service territory and outside our service area in Phillips, Wisconsin and Oskaloosa, Iowa. West CAP provides property management services to over 300 units of housing.

Adult Education:

  • Literacy – assistance to improve literacy skills for personal, educational or job related goals.
  • Skills Enhancement – financial assistance for low-wage workers enrolling in short-term training to increase job skills and benefits.
